IMPETUS: Intelligent Management of Processes, Ethics and Technology for Urban Safety in Smart Cities.
The AI weapons detection software called SAMSON™ has been installed in two smart cities of the European Union. The municipalities of Oslo and Padova ran the pilot from September 2020 to February 2023. Some of the partners are SINTEF, a research group from Norway. Thales from the Netherlands. The partners also include the Universities of Milano, Padova, and the Institute Mines-Télécom.
This page presents the project outcomes and related work of the deployment of the weapon detection ai software. Other tools from Thales, as well as from Intitut Mines-Télécom were installed.
The project is called IMPETUS and was coordinated by SINTEF. It featured weapon detection and the other AI software tools. This project aims to make smart cities safer. It helps protect public spaces from security threats such as guns and bacterias. IMPETUS gave city officials new ways to tackle security problems in EU public spaces. This helps keep citizens safe.

Two Smart Cities
Technologies from 16 partners, including AiLert’s weapon detection software, were used in large buildings in Oslo and Padova. The project needed to follow strict GDPR rules. It was supervised by SINTEF, one of Europe’s largest independent research organizations. The deployment involved multiple law enforcement agencies such as the Oslo Municipal Police and the Padova Municipal Police.
About IMPETUS
The IMPETUS project was part of Horizon 2020 and funded by the EU (European Commission). It aimed to make cities stronger against security threats in public spaces using weapon detection. IMPETUS gave city officials new ways to tackle security problems in public areas. It uses data from cameras and environmental sensors. These are connected to AI softwares that manage key services in a Smart Cities. IMPETUS helped protect people from the unfair use of their personal data. It also helped detect threats by supporting physical and cyber security management.
